  • When you try to upgrade your computer from Vista to Windows 7, the upgrade process stops responding installation freezes at 62% indefinitely.

    Additionally, Windows creates a file that is named system_drive:\$WINDOWS.~BT\Sources\Panther\setupact.log. If you examine the contents of the file, you notice the following information:

    Note Generally, drive is drive C on the computer.
     

  • How to fix?

    This problem occurs because the Iphlpsvc service stops responding during the upgrade.

    Note Other services may also cause a problem in which the upgrade process stops responding at 62%.

    Do not use this resolution if the upgrade stops responding at a percentage other than 62% or if the log entries are not logged.


    How to open the seupact.log file
    To open the setupact.log file during the upgrade process, press SHIFT+F10 to open a command prompt, type C:\$WINDOWS.~BT\Sources\Panther\setupact.log, and then press ENTER.

    To open the setupact.log file after the computer rolls back to Windows Vista, click Start, type C:\$WINDOWS.~BT\Sources\Panther\setupact.log in the Start Search box, and then press ENTER.

    The seupact.log file will be opened in notepad. To view the latest log entries, scroll to the bottom of the file.


    To resolve this problem, follow these steps:

    Method 1: Download the "Microsoft Fix it" to fix: http://go.microsoft.com/?linkid=9693817

    Method 2:
    1. Restart the computer. Then, your computer will roll back to Windows Vista.
    2. Click Start, right-click Computer, and then click Properties.
    3. On the Advanced tab, click Environment Variables.
    4. Under System variables, click New.
    5. Type MIG_UPGRADE_IGNORE_PLUGINS in the Variable name field.
    6. Type IphlpsvcMigPlugin.dll in the Variable value field.
    7. Click OK three times to close the dialog boxes.
    8. Start the upgrade installation again.
